Joe Davis, Principal of Chrysalis Energy Partners, has twenty years experience in public and government affairs. Mr. Davis has advised venture capital firms, national laboratories, investors and energy companies on smart strategies to leverage the regulatory and policy environments to supplement a company's business strategy. Mr. Davis was a senior executive with the U.S. Department of Energy, NASA and served as senior advisor to two U.S. Senators. He spent several years with the U.S. Chamber of Commerce and the National Association of Manufacturers advocating for regulatory reform, energy, environmental, automotive, and telecommunication issues.
Mr. Davis is also a Senior Vice President of Artemis Strategies, a successful government relations firm in Washington, DC.
Prior to joining the management team of Chrysalis, Mr. Davis served as Chief of Strategic Communications for the National Aeronautics and Space Administration (NASA) in the Office of Administrator. As a member of the senior executive team, Mr. Davis directed NASA's overall communications and public affairs strategy and was responsible for the Offices of Public, Legislative, and External Affairs and Education.
At NASA, Mr. Davis led a reorganization and new investment strategy for NASA's $150 million in education funding and crafted overall agency communications and outreach campaigns.
Before NASA, Mr. Davis was Principal Deputy Director of Public Affairs for the United States Department of Energy (DOE). There, Mr. Davis served as the spokesperson for the Secretary of Energy and directed public and government affairs activities for high-profile policy initiatives including a national energy plan, environmental cleanup and management programs, national security activities, and green energy resource policies and budget topics.
Mr. Davis also served as senior advisor for communications and policy to two U.S. Senators. While in the Senate, Mr. Davis was responsible for all communications and public affairs initiatives involving Budget; Judiciary; and Commerce, Science and Transportation Committees as well as advising on overall communications strategies for the Senate Republican Conference.
Mr. Davis has held public affairs positions for the United States Chamber of Commerce and the National Association of Manufacturers and is a veteran of several Washington-based trade associations and numerous political campaigns.
A graduate of the University of Tennessee, Knoxville, Mr. Davis holds the unusual distinction of being the only student in the history of the University of Tennessee to play both for the Pride of the Southland Marching Band and the UT football team. He resides in Alexandria, Virginia with his wife and two kids.
